North American grid regulator tests physical, cyber security preparedness
NERC grid regulator recently completed a comprehensive two-day simulation aimed at testing the emergency response and recovery plans of various power sector entities against both physical and cyber security attacks. Incidents targeting power infrastructure and electric substations have emerged in several regions, causing disruptions and leaving thousands without power. Manny Cancel, the senior vice president leading NERC’s Electricity Information Sharing and Analysis Center (E-ISAC), emphasized the continuous need for vigilance, highlighting the ongoing efforts of adversaries to exploit the interconnected system.
GridEx, conducted by E-ISAC, stands as North America’s most extensive grid security exercise, hosting over 250 participants from electric and natural gas companies and government agencies. NERC raised alarms about evolving cyber threats to the electric grid, citing geopolitical events, technological changes, and increasingly audacious cyber criminals and hackers as influential factors.

A recent report from the Federal Energy Regulatory Commission underscored the potential impact of a coordinated cyber or physical attack on the bulk power system, particularly when coupled with severe weather conditions. Data from utility reports revealed a concerning increase in human-related incidents—including vandalism and cyber events—during the first half of 2023, surpassing the figures seen in previous years dating back to 2000, as per records from the U.S. Department of Energy.
In an August report, NERC advocated for the development of industry standards in the power sector to mitigate risks associated with cloud adoption, artificial intelligence technologies, and cyber security. Additionally, they highlighted the importance of cybersecurity training for the workforce.
